What does Charlotte County require differently from Sarasota County?

Charlotte County permits every piece of residential flatwork, structural or not, pavers included, with a site plan, an Affidavit for Accessory Structures where relevant, and a Notice of Commencement recorded before the first inspection when the contract exceeds $5,000. Fees published on the county's page include a $22 zoning review, a $310 line-and-grade fee (or $90 for right-of-way work) and a building fee of 0.004 times valuation over $50,000.

The county also requires termite treatment for flatwork within a foot of a structure and may require an occupation-of-easement approval from Real Estate Services when pavers cross an easement. A driveway located only in the right-of-way is permitted as a ROW permit instead. Licenses accepted for driveway and slab permits include Local Concrete Masonry. Ground and water

The Port Charlotte grid was platted by General Development Corporation from the 1950s to the 1980s on Myakka and Immokalee sands with roadside swales for drainage; many lots were never graded to modern standards, so a driveway crossing has to keep the swale flowing. Rotonda West sits inside a canal ring; Placida and Cape Haze are filled waterfront lots on Lemon Bay and Gasparilla Sound. Flood zones are AE along the canals and harbor and AE or VE on the Lemon Bay and Gulf-facing edges.

Storm history

Ian made landfall in Lee County on September 28, 2022 with surge and wind that reached Charlotte Harbor and the Englewood coast; Helene and Milton in 2024 brought surge to Manasota Key and the Cape Haze peninsula. Salt in the base and lifted edge restraint are the common paver findings; slabs that sat under salt water are sounded for voids before anyone resurfaces them.

Communities

Rotonda West Association enforces deed restrictions on driveway and exterior changes across the circle; Riverwood, Heritage Oak Park and the South Gulf Cove community associations review hardscape; Boca Royale and the Cape Haze golf communities have ARC review. Submit the county permit application and the association application in parallel; the association usually wants the permit number.

Two rules catch people out. Flatwork within one foot of an existing structure requires termite treatment, which is a scheduled inspection rather than a line item to skip. And pavers crossing a recorded easement may need an occupation-of-easement approval from Real Estate Services, which is a separate department and a separate timeline.

The GDC grid, the swales, and why driveways flood the neighbour

General Development Corporation platted Port Charlotte, North Port and parts of the Englewood area from the 1950s through the 1980s: tens of thousands of quarter-acre lots on a grid, drained not by storm sewers but by shallow roadside swales that carry water to the canal system. The swale in front of your house is infrastructure, and the driveway crosses it.

When a driveway is poured flat across a swale, or over a culvert that is too small or has collapsed, the swale stops conveying water and it backs up onto the lot upstream. That is why Charlotte County and the City of North Port size the culvert themselves, inspect the crossing, and require the swale restored to grade before final approval. It is also why a driveway on a GDC lot is a drainage project with a slab on top, and why a quote that does not mention the culvert is not a quote for the job you have.

Canal lots, brackish water and what it does to a deck

Gulf Cove, South Gulf Cove, Grassy Point, Rotonda's canal ring and the Cape Haze waterfront all sit on filled lots beside brackish water with a water table close to the surface. Three things follow. Bases stay wetter, so compaction in thin lifts matters more. Salt reaches the surface from the water as well as from a salt-chlorinated pool, so the sealing cycle runs on the coastal schedule of 18 to 24 months rather than the inland two to three years. And a seawall edge is the first place a surge lifts an unrestrained paver field, so the detail there is a poured curb rather than spiked restraint.

The upside of a canal lot is the same as the upside of any island lot: a paver surface that has been built to be rebuilt is repairable after a storm in days rather than demolished in weeks.

What a Charlotte County job costs in time, not money

The fee schedule is published and predictable. The schedule is the part that surprises people, and it is worth planning around because the county's requirements are sequential rather than parallel.

  1. Before anything: a current survey or a legible scaled site plan showing easements and property lines. Older GDC lots often have nothing on file.
  2. If the contract exceeds $5,000: the Notice of Commencement is recorded with the Clerk of Court and submitted before the first inspection, not before the permit.
  3. If pavers cross a recorded easement: occupation-of-easement approval from Real Estate Services, a different department on a different clock.
  4. If the driveway crosses a swale: the county sizes the culvert and inspects the crossing, and the swale must be restored to grade before final approval.
  5. If flatwork comes within a foot of the house: termite treatment is a scheduled inspection in the sequence.

None of these are obstacles once they are in the plan. All of them add a week or two when they are discovered after the crew is booked, which is the argument for putting the permit conversation into the estimate rather than after it.

Which Charlotte County services are scheduled, and why only four

Port Charlotte is 36.8 miles from Sarasota, Rotonda West 34.6 and Placida about 35. That is a fifty to sixty-five minute drive each way for a crew and every delivery, which changes what can be scheduled profitably and honestly.

Saying this plainly is more useful than listing every service and then quoting a travel premium at the end. If the work is a single AC pad in Placida, a Charlotte County contractor will almost certainly beat the number, and that is the right answer.
