What is hardscape work like in Placida, Grove City and Cape Haze?
Waterfront and golf-community lots at the south end of the Cape Haze peninsula (Grove City had 2,402 people in the 2020 Census), 31 to 39 miles from Sarasota, permitted by Charlotte County. Filled waterfront lots on Lemon Bay and Gasparilla Sound with boat lifts, 1980s to 2010s golf-course homes, and salt everywhere.
Four services are scheduled: pool decks, paver driveways, concrete driveways and concrete repair. Dock and lift pads on the upland side are concrete work; marine construction is not.
Ground and salt
Sand and shell fill on the waterfront, Myakka fine sand inland. Bases drain fast and carry salt from the sound; paver sealer runs 18 to 24 months, coping on salt pools is sealed annually, and edge restraint is concrete on any edge a surge can reach.
Rules
Charlotte County permits all flatwork with a Notice of Commencement over $5,000 (see Charlotte County permits); flood zones are AE and VE on the water; associations in Cape Haze review changes.
A worked example
A 2006 waterfront home on the Cape Haze peninsula with a 720-square-foot travertine pool deck and a boat-lift motor pad. The deck was sound but the coping was flaking from the salt pool and the lift pad had tilted; the coping was replaced and sealed, the deck field re-sanded and sealed, and a new 6-inch reinforced lift pad poured on compacted base. County permit for the pad. September 2026 planning band: $4,500 to $7,000.

Questions from Placida, Grove City & Cape Haze homeowners
Are Placida and Grove City served?
Yes, at the edge of the radius (31 to 39 miles): pool decks, paver driveways, concrete driveways and concrete repair are scheduled; other work is quoted case by case.
Which office permits Placida?
Charlotte County, which permits every slab and paver field and publishes its fees.
Is the waterfront in a VE zone?
Lots on Lemon Bay, Gasparilla Sound and the Cape Haze peninsula are AE, with VE on the most exposed shorelines. The county's flood maps show each parcel.
What about boat lifts and dock approaches?
The upland pad for a lift motor or a dock approach is concrete work; anything over the water or on the seawall is marine construction with its own contractor and permit.
Are there HOAs?
The Cape Haze golf communities and several waterfront associations review exterior changes; old Grove City mostly does not.
